Unfinished Testing in Test_GEV #104

There is some unfinished tests in GEV such as GEV_MLE_Fit and GEV_Jacobian that has a lot of sandboxing if you can take a look at it. I am adding more testing for the stats functions.

Yea I am sure I have a lot of random sandbox code floating around in there. Just keep a list and I will go through and remove it. Thanks!
