Adding Q-learning class. Since I am not super confident about polymorphism structure in c++. I used basic inheritance for now.

I think you have some unsolved issues mentioned in #69. I would recommend you start fixing them first.

Coding style
Remove binary files
Could you leave some comments about the code you wrote and about what is purpose of those added functionalities?
Also, do rebasing to make this branch sync with the master branch.
