Add tutorial for adding a new plugin #107

@thammegowda @smadha @karanjeets I see this page says coming soon - https://github.com/USCDataScience/sparkler/wiki/Example-for-adding-a-new-plugin. Is there any progress made on this and probably this link became invalid. If not, it would be great to have one example, it would help others (and me) to contribute plugins :)
