Moving from Travis CI to Github Actions.
Made inicheck pass flake8, this did require some code changes but all tests pass. This did not tackle flake8 for the tests as PR #60 would change all of that anyways.
Fixed the PYAML dependency from PR #61 by removing the dependancy.

PS I haven't forgotten about PR #60. Everytime I sit down to do it I get pulled away.
