Update inicheck to 0.7.0 + for more robust and accurate checking of CFG files #130

The latest updates to inicheck revealed some issues with not correctly checking certain scenarios. I think it would be best for all our packages and releases to be on this to avoid getting bit later on.

Note this has already been done in master
