Documentation update

Another biggie!

There were a lot of documentation issues for SMRF so I decided to wrap them all up into one. The two largest differences are that there is now a README on the repository and an overhauled read the docs page with the pydata theme.

Issues fixed:

• 32 added documentation on the gen_maxus function

• 61 getting started documentation for smrf.readthedocs.io

• 71 Fixing all the figures in the docs

• 73 Fixing typos and updating the install instruction

• 76 Updated the pykrige dependancy to v1.5.0 which fixes the install

• 101 Added a user guide to provide more in depth docs on specifics, like the wind models

• 102 Added documentation on measurement heights

• 105 Cloud factor docstring

• 113 Brand new README

• 161 Added examples in the docs and deleted the examples folder
