Check for maxus and generate if necessary #32

Since we can no longer package the maxus file we need to have ascript that checks for it and builds one for the user to try test_data examples.

inicheck will error and stop SMRF if the file doesn't exist. There appears to be some documentation on how to generate the maxus.nc or tbreak.nc file in the AWSM test case repo here. Although extra documentation in SRMF would help with how to use the gen_maxus script.
