Footer Links Guidance #353

There have been two groups contact the UX team about needing information regarding the links within the Footer component. With the removal of the Guides section that provided those rules, there is now confusion as to which links should be included within the application.

Recommendation: Add the appropriate language and recommendations within the Guidance section with required links within the Footer.

Additionally, we should abstract the default variant of the Footer component,, as many other component doc pages do. The Global Navigation doc page is a good example of this.

And then provide multiple examples of an implemented footer, including variants on number of groups/columns.
