Update boilerplate.html with useful starting patterns #508

Currently https://usda-fsa.github.io/fsa-style/boilerplate.html isn't particularly useful in demonstrating common components or patterns for DS consumers to familiarize themselves.

Get some good stuff in there, and then mature it over time.
