integrate API key signup into site - ERS #35

For the request an api.data.gov api key functionality, I really suggest adding a page or section within the api documentation that does just that. Along the same lines as what's on the Auctions API site. This instead of linking off to api.data.gov, which pulls users out of your site and unnecessarily complicates the developer experience.

@gui - we'll need you to generate a new apikey variable for them, though, right?

I've written up more detailed docs on embedding the signup form.

I've gone head and created an API key for you, so you can skip everything in the first step in the docs, and just embed the snippet using this key: ZAsSO8JbVm7h03yOoUuY7PlMwTe5W3aJOmKYXpBs
