Research the current RACA situation #205

Background

We have heard that there is something different with RACA grants (incoming funds?) including a separate code repository at code.fs.usda.gov/forest-service/NRM-GA-Raca-Legacy. We should understand this situation/integration for scoping Module 1 work

We'll know we're done when...

[ ] We can document on this ticket how RACA integrates with the larger NRM G&A application

[ ] Ask Jamie to explain what's up with RACA from a software application perspective.

Does this duplicate #201? Can we close one?

I think that #201 depends on this research being done first. In this ticket we figure out what's going on and in #201 we scope what we are going to do about it.
