Background We want program managers to be able to share enough information with budget so that they can do their reviews effectively and confidently submit funding reservation requests. We heard in our prior research that workplan linkages...

• give PMs more confidence that a project has been vetted by budget
• can provide data that helps populate their proposals.

At the same time, we're unsure what information comes from workplan and how (or if) it will be used in the future (#187)

This issue is to explore prototype iteration that:

• Moves workplan linkage earlier in the proposal creation flow
• Explores what data we can populate based on what we currently know about Workplan <> G&A interactions

We'll know we're done when...
