Electronic payment: As a permit purchaser, I need a way to pay for my permit online so that I can get my permit quickly.

Background We are currently planning to integrate with pay.gov as part of the first release. Also related to the need for folks without bank accounts to be able to pay without heading to an office (#99), which was not included in the MVP, but is relevant.

Currently, firewood permits are a $20 min. but this may be connected to the in-office admin costs. We are not sure whether the min. will change because the admin. costs of administering permits online may differ. The team should consider creating an additional story around accurately calculating and communicating min. cost and what exactly permit purchasers are paying for.

Acceptance criteria

• [x] Users will be directed to pay.gov from Open Forest
• [x] Users can securely enter their valid credit card or bank account information using pay.gov
• [x] Users are charged the accurate price based on the quantity/volume they wish to purchase
• [x] Users will understand that they will be directed to pay.gov and will have the ability to opt out and or get info on a different method of payment.
• [x] Users will be returned to Open Forest from pay.gov after having entered their payment information

@bboddiger - I believe we confirmed that any differences in admin costs for online/vs in-office permits would not impact the $20 min., so I checked the first task off the list. Let me know if I'm misremembering!

@smahmudFS and @mwreiss - can we move tasks 2, 3, and 4 to issue #270 on the program board?
