Acceptance criteria

• [ ] USFS product folks can get data for all forests or so I can assess overall utilization
• [ ] USFS product folks can get data for a particular forest so I can assess the implementation
• [ ] USFS product folks can compare data to prior year so I can assess overall change
• [ ] USFS product folks can view monthly data so I can assess demand and identify busy times of year
• [ ] USFS product folks can evaluate the following based on data points:
  • [ ] 1.0 Number permits issued
  • [ ] 1.1 Percent permits issued online vs in-office
  • [ ] 1.2 Percent permits purchased by first-time permit purchasers
  • [ ] 1.3 Number of phone calls related to online permits (if that might be tracked in Open Forest)

Tasks

• [ ] Identify systems and reports that can be used to pull data
• [ ] Do a test query or data pull to establish baseline metrics
• [ ] Document a process and cadence for collecting data to assess the pilot's success
• [ ] Validation of acceptance criteria completed
• [ ] PO or PM approved

Let's revise the title and tasks a bit to hone in on the program need to track pilot success metrics. We have #151 to cover any front end reporting needs for administrators not met by existing systems. @jstrothman
