Forest and permit information

Background As a permit purchaser, I need to understand to firewood harvesting rules and safety information on my chosen forest so that I can get a valid permit and get wood safely and legally.

This epic comprises a story for each forest to include we have accurate, complete, understandable information that enables firewood harvesters to know how to get wood safely and legally. Related to #138
