Migrate forest picker to main landing page

Background This is a follow up to #121 to specifically address allowing the user to get to a specific forest page from the main landing page by using the forest picker component which currently is located at /firewood/forests.

Acceptance criteria

• [x] User can get from the main landing page to forest-specific page of their choice

Tasks

• [x] Migrate the forest picker from /firewood/forests/ to the main landing page.

Definition of done

• [ ] Tests have been added / updated accordingly and are all passing
• [x] Functionality works as expected
• [x] No new errors have been introduced
• [x] Code has been reviewed and approved

@csstarling You should be able to test this now on https://open-forest-dev.app.cloud.gov/

We're hoping you can see the fuelwood selector on the home page, and there is available forests to select. For instance, if you can see the picker and select IPNF you should be directed to that page.
