Determine if MVP requires a user to select a district #198

The list of pilot forests who provided one district and ranger for permit is located here (see excel sheet 'FS2400-1 Districts').

All pilot forests has agreed to provide one district and one FS ranger for the FS2400-1 except for Chattahoochee-Oconee (still awaiting feedback).

However, George-Washington Jefferson NF would like to use the supervisor office as the district (which is not listed in TIM). @bboddiger - Would this be problematic for NRM reporting?

This needs to be a district code/name for sending to FPFS and assigning a proclaimed unit, so the Supervisors office won’t work. Let’s regroup on this and think about the path forward a little bit. As subbing in for product owner, I need to get caught up on what decision making process has been to this point. Let’s talk.

The decision was made for user to select district. All details and requires associate with that selection is document in #156

There may be more than one district provided for forests that contain more than one proclaimed unit within their boundaries. Details found in #156
