Update 404 template to remove internal Christmas trees link and update recreation.gov Christmas trees link so that users are taken to the correct page.

Background Currently our 404 page references a back-link to Christmas trees which needs to be removed since we no longer support the Christmas trees platform. Additionally, the 404 page informs users that if they are looking for the Christmas trees platform, they can find it on recreation.gov. However, the link we currently provide only takes users to the recreation homepage. We should update this to take them directly to https://www.recreation.gov/tree-permits/ in order to minimize confusion as much as possible.
