Background As an administrator, I need to be able to reconcile permits purchased online with permits purchased in an office.

This epic and associated issues is about USFS administrator and special forest products manager reporting needs. Also related to #83

Acceptance criteria

• [ ] Administrators can easily retrieve the information they need re: online permit sales
• [ ] Funds from online permit sales are routed to the correct places
• [ ] The system that routes permit data and funds to where administrators need it is automated

@bboddiger Online permits will need their own unique identification number to set them apart from TIM issued permits, which are currently six digit numbers. I recommend starting the numbering with letter of the alphabet. My first thought was O for online but O wouldn't work along with 0 (zero) very well. So maybe E for electronic? for example the first number could be E000000.
