BackgroundUSFS has decided to use an upcoming Department of Agriculture IT Support Services (DAITSS) blanket purchase agreement (BPA) to acquire the services of a software development team. The BPA is expected to be established sometime in January 2020. It is expected that calls/task orders will be issued after the protest period ends (within 11 calendar days of issuing the BPA). The work is within scope of the BPA and will be competed among the BPA holders (number of BPA holders is TBD).
We will structure the solicitation to the BPA holders similar to agile solicitation format as much as possible in accordance with the BPA’s terms and conditions. 18F will work with the USFS contracting officer to release the call/task order for this work, assist with evaluations, and help manage the vendor in post award.
The following applies to working with the USFS contracting officer to issue the call/task order for software development work.
Acceptance criteria
DAITSS is awarded without protest
Funding is made available for a software development team to provide at least six months of work
Finalize BPA call/task order solicitation with CO’s and/or OGC’s approval
Technical evaluation panel is identified
Product Owner and contracting officer’s representative (COR) are identified
