Notes

The middlelayer currently validates to ensure that an applicant has not sent empty files. We should port this over, so that the special use admins don't have to review an empty file.

• Applicant for temp outfitter cannot submit an empty file -Applicant for temp outfitter sees warning/instruction to provide a populated file
