As a special use administrator, I would like to know when NRM is shut down for the end of the year, that I can not accept applications, and let applicants know.

Notes

NRM shuts down annually, and will not be able to accept applications to SUDS.

Acceptance Criteria

[x] We know whether or not Open Forest should disable special use application "accept" button on the admin interface for special uses.
[x] We know whether or not Open Forest should provide information to applicants that their applications have been received, but permits will not be issued until the NRM Shutdown is over.
[x] The shut down period is understood by applicants, and admins.
[x] We are ready to create stories for Dev team to build notifications into the system.

Tasks

[x] Find out when the 2020 shut down period is.
[x] Find out when future shut down periods are, and how they are determined.
[x] Find out about NRM cloning/testing to understand what the impacts to Open Forest could be.
[x] Find out about DR (disaster recovery) impacts during the NRM shutdown to understand what the impacts to Open Forest could be.
[x] Find out whether or not the MBS continues to receive applicants during the shut down periods, or if they communicate to applicants that they cannot accept applications during the shutdown period.
[x] Develop mock ups of appropriate language to be displayed on landing page(s) for applicants based on results of findings (whether or not they continue to receive applications during the NRM shutdown period).

NRM has two periods of system downtime:

9/30 - Reopen at 8:00 A.M. EST on October 1
10/31 - Reopen at 8:00 A.M. EST on November 1

Insights from meeting

NRM System downtime:

When: October 1 (overnight shutdown, the duration is about 1-7 days) November 1 (overnight shutdown, the duration is about 1-7 days) Maintenance Shutdown (overnight shutdown on Fridays, the duration is for the entire weekend as needed)

Upcoming Shutdown: October 5th-9th

Shutdown Determinations? A predetermined schedule based on the need for the Washington office to pull reports.

NRM cloning/testing (impacts to Open Forest) Testing and cloning are conducted between different environments (dev, test, prod). There are fields associate with Special Use application (IPEs, CPIs) that are directly impacted by test/cloning.

MBS applicants process during NRM shutdown (applicants communication): Special Use application cannot be submitted during the shutdown. There are fields associate with Special Use application (IPDs, CPUs) that are directly impacted. Also, annual billing happens November and December for land use and therefore, it has to be inputted into the system to bill the permit holders.

Does MBS receive applications during a shutdown? No, applications are not accepted nor received during the shutdown process.

Recommendations Allow admins to disable "accept" buttons which prompt applicants and notification of NRM shutdown (or system maintenance) halting the submission of special use applications.
