I have a positive view of the proposed format. A potential upside is that more papers can be accepted, which has the potential to save authors and reviewers a lot of time. I'm of the opinion that well-written, scientifically valid papers should be accepted – let readers decide whether the research is sufficiently novel, etc.

However, for papers with one minute presentations, I think authors should record a longer presentation, which would be shared with the proceedings on the website.

This is already proposed in the summary.

Finally, authors of accepted papers will be invited to upload pre-recorded 15-to-20-minute video presentations, which will be published on the USENIX Security website.

Authors would upload their video recordings on their own web page anyways, so there is no point in holding the videos back until after the conference. It would be better to make the videos available before the conference rather than after. Attendees could watch the videos for the papers they are interested in ahead of time and utilize the conference time to connect with the authors and discuss the work in depth.
