Update PRISM comparison script to point to standard PRISM obs dir #131

Also provide all PRISM obs files needed by AMET for 2016 including the July sample period.

PRISM does not distribute asc files anymore, so we are just providing those for the sample period until AMET is updated to read Geospatial formats.
