Add tool that performs clean export to ArcGIS Metadata #23

It looks like there's another opportunity for a tool in the EME Toolbox - the requested clean export can be done with Esri tools, but it's buried. You would use ArcToolbox -> Conversion Tools -> Metadata -> XSLT Transformation, with the FGDB Feature Class as the Source Metadata and C:\Program Files (x86)\ArcGIS\Desktop10.5\Metadata\Stylesheets\gpTools\exact copy of.xslt as the Input XSLT. We can package this as a tool in the next iteration of the EME Toolbox.

Extra bonus add-on feature to this tool - remove the nasty HTML tags that ArcCatalog adds to these records!
