Non-geo metadata editor needs to know if a logged in user has the privileges in EDG to publish.
This end-point needs to validate editor provided credentials before servicing it.
When we implement the ability for the editor to load records from EDG, records editable by the user could also be provided by this endpoint or one that works similarly.
