Default Scale with an input database requires a road type distribution #2

When building a RunSpec at Default Scale, if you create an optional input database using the Create Input Database Panel, the Data Manager requires you to enter a road type distribution to get a green check (and you cannot run the model without all green checks). However, this input should not be required at this scale, as all inputs should be optional when running in this mode.

A workaround until we release MOVES3.0.1 is to use the Advanced Features Panel to specify optional input databases at Default Scale.

The Road Type Distribution Importer was corrected and this table is no longer required at Default Scale. Users who want to use this feature before we release version 3.0.1 can download the RoadTypeDistributionImporter.sql file to the \database folder of their MOVES installation directory (overwriting the existing file). The model does not need to be recompiled to use this fix.
