Project Scale Brakewear Too High

When running MOVES in Project Scale, Brakewear particulate matter can be overestimated by as much as 700% with certain calendar years and number of source types in the run. Specifically, runs that meet the following criteria will trigger the overestimation:

• CY2027 or later and has 5 or more source types
• CY2024-2026 and has 6 or more source types
• CY2021-2023 later and has 7 or more source types
• CY2014-2020 and has 9 or more source types

It doesn't matter which source types are selected, or how many source types are on individual links. The amount of overestimation depends on the specific selections in the RunSpec, but is likely bounded between 0-700% too high.

A workaround for this bug is to limit the number of source types in the RunSpec.

This bug will be fixed when MOVES3.0.3 is released. Project Scale modelers that are affected by this bug can implement the fix now by following the instructions at https://github.com/USEPA/EPA_MOVES_Model/tree/dev/v3.0.3#readme.
