NULL emissionQuant for some tailpipe pollutants from EVs #48

When calculating emissions for EVs, MOVES will output NULL instead of 0 for some tailpipe pollutants. These should be 0 to simplify post-processing.

A clarification: some pollutants (such as PM and NMHC) simply do not appear in the output database for EVs. This is different than NULL rows, so any updates to MOVES to address this is out of scope for a minor patch.
