Add new General Keywords element #70

To allow users to specify their own list of custom keywords, and to be a holding place for keywords loaded in that aren't in our dropdown lists.

I tested the new field, but no matter how many I added, it retained the orange exclamation point.....then I realized I wasn't supposed to use commas in between the keywords, but rather use the plus button to the right. Once I added 3 keywords using that method it turned green. I'll pass this to @torrin47 for his take on the approach.

Pressing "enter" will work as well. Requires 3 keywords per guidance text.
