A couple of fixes to get elci_2 working #112

After adding upstream processes to the elci_2 config, main.py was failing because

  1. The eia_gen_year didn't match egrid_year, throwing an exception
  2. There was a lowercase p for the coal mine type (processing facility) in the eia data that was causing a keyerror.
