Pull request #143 implements a new Canadian generation dataset along with a new way to implement those Canadian mixes, which creates US average generation profiles for technologies and pulls them into provincial generation mixes. This is more transparent that the current version which creates these mixes within python under the "ALL" fuel category.
The consolidated method should provide a way to specify the year for the Canadian mixes so that we can add years as needed (right now hard-coded for 2016).
