Handling emissions/generation data for different years #146

When egrid_year is different from eia_gen_year, AND replace_egrid is False, need to be sure that eia generation data is still used to match the inventories of interest.

This is especially relevant for 2017 and may also impact current ELCI_3 for RCRA flows
