Fix for issue 162 #163

Coal inventory emissions come in with Compartment_path=NaN, so emissions with the same name from different compartments (e.g., ammonia to air, ammonia to water, ammonia to ground) were getting dropped to just 1 compartment at the duplication check,

Pending a test to ensure that emissions aren't significantly changed due to the change - most likely to happen in power plant emissions with multiple occurrences of the same species.

Confirmed that the fix works - no impacts to aggregated emissions outside of coal mining.
