Update setup.py dependency list #196

This is a generalization of #195 to include the following missing dependencies:

regex (coal_upstream.py; imported but not used)
scipy (generation.py; process_exchange_aggregator_uncertainty.py)
sqlalchemy (coal_upstream.py)

Also consider removing these user preference packages that are not called by any modules/scripts found in the package:

matplotlib
seaborn

Lastly, update dependency versions of existing packages:

olca-ipc==0.0.12 (for consistency with StEWI; requires fixes to code base in olca_jsonld_writer.py; see #195)
