Technically yes - RFO is chosen here as a proxy for petcoke because we don't have an explicit inventory for petcoke. For transparency this is likely on overestimation of the emissions expected from petcoke because it is essentially a waste product with relatively little hydrogen content (the basis for NETL allocation of emissions at the refinery).
Okay. I was under the impression that a Petcoke UP was available under the published petroleum baseline. I saw the comment in the code that earmarked it for an upgrade. I'll keep it in there for now.
