This is a pull request that addresses the following: metadata additions

• metadata info has been migrated from the csv file into a single yaml file. This yaml file holds the metadata for all different process types (upstream, generation, and mixes). I also made some changes to the metadata to get closer to fulfilling all of the draft requirements from Federal LCA Commons. For the most part I think the same fields that were filled before are still filled.
• Added some functions when loading the metadata to allow as much recycling of fields as possible within the yaml file. consumption mix
• Added the ability to create a US consumption mix for the eio_trading module.
• Changed the eio_tradiing module to return all consumption mixes regardless of aggregation choice. I figured since the work has to be done at the balancing authority level anyways, the overhead associated with providing the FERC and US mixes is minimal, including the generation of the dictionaries to write json-ld.
• Some BAs were not trading at all. This has two interpretations: 1) the region has no consumption mix (i.e., it exports all power generation) or in other words has 0 demand; 2) this is an error and should be handled. To check against this, the demand data is loaded from the bulk trading data. If the demand is greater than 0 then the consumption mix defaults to 100% from the BA in question. If demand is 0 then demand is arbitrarily set to 1E-15% for the region, solely to ensure the creation of a full product system for that balancing authority area.
• Changed up the code to speed up load times and reduce memory usage (on my machine, memory usage was peaking around 10GB while generating consumption mixes)

other fixes/issues

• the routine that read in configuration files was stripping characters that shouldn't have been stripped.
• for the canadian imports, electricity was previously being summed for every species, causing very high electricity generation and subsequently, artificially low inventories for Canada. this has been fixed.
• US generators in the New Brunswick System Operator balancing authority have been removed. These were on the fringe of US generation and were causing issues when trying to connect canadian imports to consumption mixes.
• implemented a new data-driven method to map coal power plants to coal source regions. Previously a manual mapping was created outside of the elci code that in some cases caused a misalignment between the stated coal region in EIA data and the region chosen in the manual mapping. The new method prioritizes the EIA coal region data to ensure consistency with the NETL coal upstream model.

Is there anything specific to the upstream data you had in mind? Some of them are probably incomplete in being a standalone source of information for the processes, but trying to distill whole models into something that can fit within the metadata seems like a daunting task. Or maybe you had something else in mind.
