This branch has been tested with Workflow Test FrEDI Package #8 and artifacts have been reviewed.

Looks good, just a few minor comments throughout.

If the elasticity update is planned for a later iteration, ignore those comments for now.

@emcduffie : I made the requested changes to the run_fredi and run_fredi_sv documentation. I opened tickets for the remaining items.
