State level add new state-level sectors #155

Adding roads, coastal properties, vibrio, CIL agriculture, valley fever.

Note: GitHub action for testing no longer working. Tests still work fine but creation of report figures not working on GitHub. However, creation of report figures works locally. Produced figures locally. All tests pass.
