Add text to login page on frontend if both environments are an option #129

"Please select the environment in which you will be creating a response / project or approving requests"

Only show this language when we are showing both login button options.

In links that we build for emails the link should include a query parameter that indicates which system they need to access. The frontend should need hide the login button for all other systems.
