Want to provide auto-complete suggestions for existing organizations on acct request page

@torrin47 I think these are 2 separate items - Auth Groups (list you posted above really issue #18) and then there's a free-text Organization option in the dashboard, which is typically the outside contractor/agency. Cheryl was thinking to provide some options in the organization for groups we work with regularly - but I'm thinking we keep it free text to mirror the dashboard.
