Resolve aquifer issue #108

Aquifer layers are not displaying correctly. Previously this layer code was written in vbs *Considerations for z x10 magnifications

  1. Explore the magnification issue in detail and develop a specific list of questions to ask the new ESRI 3D contact.
  2. Look into the aquifer data sourced from UC Davis publication (do we need to find and updated version of this in the future? Note how the resolution to the magnification issue (step 1) will apply if the layer is updated in the future.)
