correct extent coordinates and wkid for custom poi urls #139

custom poi's are using 4326 for some reason https://r9data.response.epa.gov/apps/R9COP/?extent=-118.04204999999996,34.072880000000055,-118.04204999999996,34.072880000000055,4326&showLayers=USA_Wildfires_v1_5448

this was resolved
