SDWIS Widget: Info pane #185

In the main COP and EB staging widgets, add a legend graphic under the Public Water Systems (PWS) section of the info pane to indicate that the purple circles are PWS.

I think this is just editable in the EB.

@abprins we are holding on this b/c of feedback we got from Karl. This is likely to change.
