cannot add pumps, weirs, or outlets #315

I can add the shape from the top but not with the "+" sign.

These work for me, both from the toolbar button and the '+'. They require that you drag a line connecting two points on the map, like two junctions, so you can't add a pump, weir, or outlet to an empty blank map.
