SWMM tries to run blank file, gives misleading error message #350

This is a slightly unrealistic set of steps but I think we're seeing this error in more natural workflows. This is a fairly simple way to reproduce:

open a file
run a simulation
open the time steps editor and don't change anything
click OK
try to run the simulation again
dialog pops up asking you for a new filename, type in a new filename test.inp
you get this error from SWMM: ERROR 191: simulation start date comes after ending date.
if you check the files, your new inp file test.inp has the correct data but the file test_randomletters .inp (the file passed to SWMM for the simulation) is blank
