Research what the look and feel and navigation may be. Use the existing wireframe and the VA developer page as reference.

Take into account changes from original high fidelity wireframe and our restrictions in the Drupal environment.
Will the swagger page be embedded, separate page, etc
How does swagger respond to mobile sizes
What replaces the subheader?
Can we have the system updates bar
