EM-1960 Return an Error message for Transporters with missing epaSiteID #1541

{panel:bgColor=#deebff} When a manifest is sent and is missing the transporter epaSiteId and name elements, the user gets a default error of: {panel}

The user should get an error stating they need to add a site ID.

Acceptance Criteria
When the error message returns: “message”: “Missing site ID” and “name”: doesn’t not need to be filled in.
