Merge typescript library #1579

Merge the old (old!) haztrak JavaScript library, which now re-written in TypeScript, DRY'd out, converted to a class with similar auto-authenticating capabilities, and added tooling for transpiling the TypeScript to JavaScript that can be used by both ES modules and commonJS.
