If a Regulatory user makes a site inactive in the TSDF lookup (aka Receiving Facility), industry users with Site Manager permission should still be able to see the site's existing bills.
TSDF can be deactivated via Tools > Lookup Maintenance > State Lookup Table > eManifest > Receiving Facility
Acceptance Criteria (x) If an Industry user has existing or new Site Manager permissions to a TSDF that becomes inactive, the user can see the billing tab and see that site’s bills in “Billing History”
(💻 when granted permissions to an inactive TSDF, insert an inactive record into RCRA_USER_BILLING_ACCOUNT)
